Biographical Record
Yusuf Karamanli (c. 1766–1838) was the most prominent ruler of the Karamanli dynasty that governed Ottoman Tripolitania autonomously. Seizing power in 1795, he reorganized Tripoli's naval defenses and asserted control over Saharan trade routes connecting Tripoli with Bornu and Lake Chad.
In 1801, Yusuf demanded increased maritime tributes from the fledgling United States, cutting down the flagpole of the US consulate and precipitating the First Barbary War (1801–1805). In October 1803, his corsairs captured the stranded frigate USS Philadelphia in Tripoli harbor. He signed a peace treaty with US envoy Tobias Lear in 1805 before internal economic crisis forced his abdication in 1832.
