Archival Overview
Longest-serving President of Liberia (1944–1971) who modernized the nation's economy through the Open Door Policy and introduced the National Unification Policy granting equal voting rights to indigenous Liberians.
Biographical Record
William Vacanarat Shadrach Tubman was born on November 29, 1895, in Harper, Maryland County. Educated at Cuttington College and called to the Bar, he served as a tax collector, senator, and Associate Justice of the Supreme Court of Liberia before his election as President in 1944.
Tubman transformed Liberia's economic and social landscape. His Open Door Policy attracted billions of dollars in foreign investments in rubber, iron ore mining at Mount Nimba, and shipping under the Liberian flag of convenience. Crucially, his National Unification Policy broke century-old divides between Americo-Liberian elites and the indigenous majority, extending universal suffrage, political representation, and educational infrastructure to the interior hinterland.
