"Democracy is tested not when you take power, but when you peacefully surrender power to those who once fired upon you."

Archival Overview

Founding statesman and first President of the Executive Council of the Irish Free State (1922–1932) who established stable constitutional democracy following the Irish Civil War, founded the Shannon Hydroelectric Scheme, and peacefully handed over power to his civil war opponents.

Biographical Record

W. T. Cosgrave (1880–1965) fought in the 1916 Easter Rising under Éamonn Ceannt at the South Dublin Union, sentenced to death before his sentence was commuted to penal servitude. Following the sudden deaths of Michael Collins and Arthur Griffith in August 1922, Cosgrave took the helm of the fledgling, war-torn Irish Free State.

Cosgrave consolidated national institutions: creating an unarmed police force (An Garda Síochána), drafting the 1922 Constitution, building the world-leading Shannon Hydroelectric Scheme at Ardnacrusha, and securing international recognition for Ireland in the League of Nations. In 1932, having lost the general election to anti-treaty opponent Éamon de Valera, Cosgrave peacefully transferred power, cementing Irish democracy.
