Biographical Record
Elected Dey by the Janissary corps of Tunis, Uthman Dey brought order and civic prosperity following the chaotic initial decades of Ottoman rule, balancing military strength with commercial expansion.
When King Philip III expelled the Moriscos from Spain in 1609, Uthman Dey opened Tunisia's ports, providing asylum, tax exemptions, and land grants that allowed Andalusian refugees to build flourishing agricultural towns like Testour, Slouguia, and Zaghouan, permanently transforming Tunisian agriculture and crafts.
