Archival Overview
New Brunswick statesman who brought his province into Confederation and famously coined the national title 'Dominion of Canada', inspired by Psalm 72:8 ('He shall have dominion from sea to sea').
Biographical Record
A pharmacist and devout temperance advocate, Tilley became Premier of New Brunswick and represented his province at the Charlottetown, Quebec, and London conferences. Overcoming fierce anti-confederate opposition, he led New Brunswick into the 1867 pact.
At the London Conference in 1866, when delegates debated whether to call Canada a kingdom or confederacy, Tilley suggested 'Dominion', citing Psalm 72:8: 'He shall have dominion also from sea to sea'. He subsequently served as Macdonald's Minister of Finance, crafting the historic National Policy tariffs.
