Biographical Record
Mohamed ibn Omar al-Houari (c. 1350–1439) was born near Mostaganem. He studied Quranic exegesis and jurisprudence in Tlemcen under Abu Hammou Moussa II's court scholars, and in Fez at the Madrasat al-Attarin, before performing the pilgrimage to Mecca and studying in Cairo.
Returning to western Algeria, he chose the coastal city of Oran as his permanent residence, founding an open academy where he taught Islamic ethics, logic, and spirituality. Revered for his modesty, boundless charity to the poor, and defense of the coastal population, his historical quarter in Oran—the historic district of Sidi El Houari—and his white dome remain monuments of Algerian spiritual heritage.
