Biographical Record
Robert Baldwin was a brilliant, conscientious lawyer who saw that true constitutional freedom in Canada required executive ministers to command a majority in the elected legislature. Refusing violent rebellion, he pursued peaceful constitutional reform with unwavering moral clarity.
In 1848, Baldwin and LaFontaine formed Canada's first truly democratic ministry, proving that French and English reformers could govern collaboratively. His administration secularized King's College into the University of Toronto, established municipal municipal government, and reformed the judicial system.
