Biographical Record

Mehmed Emin Âli Pasha (1815–1871) was an Ottoman statesman and diplomat who served five times as Grand Vizier and seven times as Minister of Foreign Affairs under Sultans Abdülmecid I and Abdülaziz. Rising from humble origins as the son of a doorkeeper through the imperial Translation Office (Tercüme Odası), Âli Pasha mastered French and modern European diplomacy, serving as ambassador to London at age twenty-five.

Alongside his mentor Mustafa Reşid Pasha and close collaborator Fuad Pasha, Âli Pasha formed the triumvirate that steered the Tanzimat ('Reorganization') era. At the close of the Crimean War, he drafted the landmark Imperial Reform Edict of 1856 (Islâhat Fermânı), which constitutionally established equal civic rights, taxation, and military eligibility for Christian, Jewish, and Muslim subjects alike, integrating the Ottoman Empire into the European concert of nations.
