Archival Overview
Seventh Husainid Bey of Tunis whose decade-long reign navigated the post-Napoleonic Mediterranean shifts, the abolition of privateering under European diplomatic pressure, and internal economic modernization.
Biographical Record
Mahmud Bey was the son of Muhammad I ar-Rashid and took power in 1814 after the overthrow of his cousin Uthman Bey. Confronted by European naval blockades following the Congress of Vienna (1815), Mahmud was forced to end state-sanctioned corsair warfare in 1816.
In response, he diverted royal resources toward Mediterranean agricultural trade, maritime commerce, and domestic infrastructure, solidifying central governance and renovating historical fortifications in Tunis, La Goulette, and Bizerte.
