Biographical Record
Donald Grant Devine was an agricultural economist who taught at the University of Saskatchewan before revitalizing the provincial Progressive Conservative party. In 1982, Devine won a historic 55-seat landslide victory over Allan Blakeney's NDP.
Devine abolished the provincial gas tax, provided subsidized home mortgage rates, and carried out large-scale privatization of Crown corporations including PotashCorp, SaskOil, and Prince Albert Pulp. A vocal ally of Brian Mulroney, Devine strongly championed the 1988 Canada-US Free Trade Agreement and the Rafferty-Alameda dam projects.
