Frédéric Passy was born in Paris into a family of distinguished civil servants and statesmen; his uncle Hippolyte Passy was a cabinet minister under Louis-Philippe and Napoleon III. Trained in law, Passy entered the civil service before dedicating himself to classical political economy, lecturing at the universities of Pau, Montpellier, and Bordeaux. An advocate of free trade and follower of Richard Cobden, Passy argued that commercial barriers fostered international conflict and that free trade between nations created mutual economic dependence, laying the material basis for world peace.
In 1867, when the Luxembourg Crisis threatened war between France and Prussia, Passy published a passionate anti-war letter in Le Temps, rallying public intellectuals to prevent conflict. Later that year, he founded the Ligue internationale et permanente de la paix, which later evolved into the Société française pour l'arbitrage entre nations.
Elected to the French Chamber of Deputies in 1881, Passy campaigned tirelessly for international arbitration treaties. In 1889, together with British pacifist William Randal Cremer, Passy organized the first Inter-Parliamentary Conference in Paris, establishing the Inter-Parliamentary Union (IPU) to bring together lawmakers worldwide to substitute compulsory arbitration for armed conflict. In December 1901, the Norwegian Nobel Committee awarded Passy the inaugural Nobel Peace Prize alongside Red Cross founder Henry Dunant, crowning his half-century of peace advocacy.
