Biographical Record
Francisco de Paula Santander (1792–1840) organized the patriot army of the Llanos that enabled Simón Bolívar to launch the 1819 Andean campaign, commanding the victorious vanguard at the Battle of Boyacá. While Bolívar campaigned across Peru and Bolivia, Santander governed Gran Colombia for eight years from Bogotá.
Santander was an incorruptible legalist who established public schools in every municipality, created the Universidad Central (National University of Colombia), and balanced the national budget under constitutional rule. Following conflict with Bolívar over emergency powers, Santander served as constitutional President of New Granada (1832–1837), cementing the rule of law.
