Biographical Record

Fan Zhongyan (989–1052), posthumously honored as Wenzheng, was a prominent Chinese statesman, military commander, and philosopher of the Northern Song dynasty. Rising from bitter childhood poverty through relentless study at a Buddhist monastery—eating only cold congee with wild weeds—he placed first in the imperial jinshi examination in 1015, beginning a legendary public career under Emperor Renzong.

As Chancellor in 1043, Fan initiated the visionary Qingli Reforms, a ten-point program aimed at eliminating administrative nepotism, reforming the imperial civil service exam, improving local schools, and fortifying border defenses against the Western Xia. In his celebrated literary essay Memorial to Yueyang Tower (Yueyang Lou Ji), he articulated the ultimate ideal of the Confucian scholar-official: 'Be the first to worry about the world's worries, and the last to rejoice in the world's joys'.
