Archival Overview
Towering and controversial Belgian jurist, senator, and art patron who founded the avant-garde journal L'Art Moderne, championed the concept of 'l'art social', and edited the monumental Pandectes belges.
Biographical Record
A brilliant lawyer at the Brussels Court of Appeals and Court of Cassation, Picard served as Bâtonnier and published the 151-volume Pandectes belges, the definitive encyclopedia of Belgian jurisprudence. In 1881, he co-founded the influential weekly review L'Art Moderne.
Picard was the indispensable patron behind the revolutionary avant-garde art societies Les XX and La Libre Esthétique, championing James Ensor, Auguste Rodin, and the Neo-Impressionists. As a socialist senator, he fought for universal suffrage and legal protection for artistic property.
