Diego José Pedro Víctor Portales y Palazuelos (1793–1837) was a Chilean merchant, politician, and statesman who was the primary architect of Chile's early 19th-century political stability. Refusing to hold the presidency himself, Portales served as Minister of the Interior, Foreign Affairs, and War, exercising decisive behind-the-scenes authority during the conservative administrations of the 1830s.

Operating under the pragmatic political doctrine that Spanish America was unready for pure democracy without strong institutions, Portales created the 'Portalian State'—an authoritarian, legalistic republic founded on the impersonal rule of law rather than personal caudillo dictatorship. He guided the enactment of the durable 1833 Chilean Constitution, which gave Chile four decades of unprecedented institutional stability while neighboring republics suffered chaos. Organizing the war against the Peru-Bolivian Confederation, Portales was assassinated by mutinous soldiers in 1837.
