Biographical Record
Chedli Klibi graduated from the Sorbonne in Arabic language and literature. In 1961, President Bourguiba tasked him with creating the Ministry of Cultural Affairs, the first such cabinet ministry in the Arab world, where he founded the Carthage International Festival and the Carthage Film Festival (JCC).
In 1979, following Egypt's suspension after Camp David, the Arab League moved its headquarters to Tunis and unanimously elected Klibi Secretary General. He led the pan-Arab organization through tumultuous crises until resigning in 1990 in protest against foreign military intervention in the Gulf War.
