Archival Overview
Beloved Ontario premier whose fourteen-year moderate leadership built Ontario's community college system, TVO, and brokered the 1981 Patriation of the Constitution.
Biographical Record
William Grenville "Bill" Davis was one of Ontario's most enduring and respected political leaders. As Minister of Education in the 1960s, Davis created Ontario's community college network (CAATs), established TVOntario (TVO), and founded the Ontario Institute for Studies in Education (OISE).
Serving as Premier of Ontario from 1971 to 1985, Davis practiced pragmatic, consensus-driven "bland works" conservatism. In November 1981, his pivotal shuttle diplomacy between Pierre Trudeau and provincial premiers broke the constitutional deadlock, enabling the Patriation of the Canadian Constitution and the Charter of Rights and Freedoms. He was made a Companion of the Order of Canada.
