Archival Overview
Supreme tribal magistrate of Greater Kabylia who unified village customary law ('Qanun') with Islamic ethics and organized resistance alongside Lalla Fatma N'Soumer.
Biographical Record
Cheikh Belkacem Ou El Kadi was the venerated supreme judge (Qadi) and legal arbiter of the powerful Aït Menguellet and Zouaoua tribal confederations in the high Djurdjura mountains of Kabylia. Renowned for his encyclopedic mastery of Maliki jurisprudence and Berber customary codes ('Izerfan' or 'Qanuns'), he was sought out by hundreds of villages to settle disputes peacefully.
When French colonial armies attempted to invade Kabylia in the 1850s, Ou El Kadi stood firmly alongside Lalla Fatma N'Soumer and Chérif Boubaghla. He drafted mobilizing manifestos, organized village food rationing for fighters, and legitimized the resistance under international and Islamic law.
