Antoine-Henri Jomini (1779–1869) served as chief of staff to Marshal Ney before advising Russian Tsars Alexander I and Nicholas I. Believing that warfare was governed by immutable scientific principles, he distilled Napoleonic operational art into clear rules: the concentration of overwhelming force against a fraction of the enemy's lines (interior lines).
