Archival Overview
Prime Minister of the All-Palestine Government proclaimed in Gaza in 1948 and founder of the Arab Bank and the National Bank of Palestine.
Biographical Record
Ahmad Hilmi Abdul Baqi, known as Ahmad Hilmi Pasha, was an Ottoman military officer and financial administrator who served as director of the Ottoman Agricultural Bank and fought with the Syrian Arab Army under King Faisal I in 1920. In the 1930s, he became a central architect of modern Palestinian banking, co-founding the Arab Bank with Abdul Hameed Shoman.
In September 1948, the Arab League sponsored the proclamation of the All-Palestine Government (Hukumat Umum Filastin) in Egyptian-controlled Gaza, electing Hilmi Pasha as its Prime Minister. Though severely undermined by regional dynastic rivalries, he served as Palestine's official representative to the Arab League until his death in 1963.
